About The Author

Patricia McClellan has over thirty years of combined experience in Human Resources and Policy Development and as a practicing paralegal to professional and childcare organizations. She is a consultant, lecturer and author of topics specific to childcare professionals.


Patricia is a nationally recognized expert on Head Start program governance issues. She has worked with many programs developing Shared Governance Plans, training Policy Councils, Boards and Staff to understand their roles in Shared Governance, and working with Policy Councils to develop By-Laws to become more effective Policy Council Members and Officers.


After twenty years of traversing the country facilitating workshops, training seminars, and retreats, Ms. McClellan has retired from the lecture circuit. She continues to provide consultation services to Head Start programs on Program Governance and Administration matters. She will continue to author publications of interest to Head Start and Childcare Administrators and Managers.
